Doctor of Economics, Acting Director of the State Research Institute for Informatization and Economic Modeling. Graduated from Kyiv National Economic University (2005) and completed postgraduate studies at the Ukrainian Academy of Foreign Trade.
In 2010, he defended his doctoral dissertation entitled <em>”Ukraine’s International Cooperation in the Field of Nuclear Energy.”</em>
He has completed specialized training programs in international trade at leading institutions in Switzerland, Austria, Türkiye, India, and China. From 2005 to 2014, he worked within the WTO Cooperation Department of the Ministry of Economic Development of Ukraine, progressing from Leading Specialist to Deputy Head of Department. He participated in Ukraine’s accession to the World Trade Organization (WTO), the conclusion of the Free Trade Agreement with the European Free Trade Association (EFTA), and negotiations on free trade agreements with Singapore, Vietnam, Canada, Türkiye, and Serbia.
He coordinated activities aimed at strengthening trade and economic cooperation in the Black Sea region, including the organization of meetings of the BSEC Ministers responsible for economic affairs and coordination of BSEC working groups.
His research interests include protecting domestic producers in foreign markets; enhancing cooperation under the WTO Agreement on Government Procurement; implementation of the WTO Trade Facilitation Agreement in Ukraine; diversification of Ukrainian production and integration into global value chains; reform of national legislation governing foreign economic activity; and improvement of professional training and research in the field of international trade.
Abstract
The monograph examines recent trends in global trade and the specific features of Ukraine’s integration into international markets. It identifies mechanisms for enhancing the balanced and effective participation of the Ukrainian economy in world trade through integration into global value chains. The study explores theoretical approaches to optimizing the regulatory role of the state in foreign trade under conditions of increasing globalization of the world economy. It also develops conceptual principles for Ukraine’s foreign trade policy designed to facilitate the implementation of the integration model proposed in the monograph. Particular attention is paid to the regional dimension of Ukraine’s trade and economic cooperation within the framework of the Organization of the Black Sea Economic Cooperation (BSEC).

Candidate of Economic Sciences (PhD in Economics), Senior Researcher, Head of the Department of International Trade Analysis and Forecasting at the State Research Institute for Informatization and Economic Modeling. Author of more than 40 publications in peer-reviewed academic journals on international trade and Ukraine’s foreign trade policy.
He has completed specialized training in the theoretical foundations and practical application of the Global Trade Analysis Project (GTAP) computable general equilibrium model, particularly in the analysis of the economic effects of regional integration agreements. He has participated in projects assessing the impact of emerging environmental initiatives on the development of Ukraine’s production and export potential, evaluating prospects for revising Ukraine’s WTO membership commitments and the provisions of the EU–Ukraine Deep and Comprehensive Free Trade Area (DCFTA), developing industrial park concepts, and assessing regional development projects.
His primary research interests include the application of input-output analysis and the GTAP computable general equilibrium model to international trade policy analysis; Ukraine’s integration into global value chains; the development of Ukraine’s trade and economic relations with the European Union, Türkiye, and China; and mechanisms for improving the efficiency of Ukraine’s external economic sector.
Abstract
The monograph examines the impact of diversification in production and foreign trade on economic development. Particular attention is given to economic policies aimed at stimulating growth through diversification and the expansion of international economic relations.
The author analyzes global trends in the diversification of trade flows and identifies Ukraine’s position within these processes. Drawing on international experience, the monograph proposes policy directions and mechanisms for improving Ukraine’s industrial and foreign trade policies in order to promote positive diversification in domestic production, exports, and imports.
The monograph is intended for researchers, policymakers, specialists in the fields of the world economy and international economic relations, university lecturers, doctoral candidates, and students of economics.

Abstract
The monograph explores the relationship between economic policy, the structure of the economy, and the pace of economic growth. Particular attention is given to the mechanisms for strategically using economic policy to accelerate economic development and improve public welfare.
Based on a comprehensive analysis and systematization of international best practices, the author proposes conceptual principles and practical instruments for the state regulation of the transformation of the national economy. The monograph also presents practical recommendations for implementing structural transformation aimed at improving Ukraine’s economic specialization, enhancing economic performance, and raising the quality of life of its citizens.

Graduated from the University of the State Fiscal Service of Ukraine (2017), KROK University of Economics and Law (2017), and completed postgraduate studies at the State Research Institute of Informatization and Economic Modeling. In 2023, defended a PhD dissertation entitled “Attracting Financial Resources in Ukraine’s Public Debt Market.”
Completed the international PMD Industry internship (Poland) in 2021.
Research interests: public debt management, ensuring sovereign debt sustainability, balancing the interaction between the public debt market and other segments of the financial system, and the digital transformation of the economy.
The results of his research have been implemented in the practical activities of the Committee on Finance, Tax and Customs Policy of the Verkhovna Rada of Ukraine, the Department for the Audit of Public Borrowing and Debt of the Accounting Chamber of Ukraine, and the Ukrainian Association of Investment Business.
Author of more than 30 scientific publications, including book chapters, articles in peer-reviewed academic journals, and conference papers presented at national and international scientific conferences.
Abstract
The chapter examines the characteristics of the crowding-out effect in Ukraine’s public debt market. It analyzes indicators confirming the presence of investment crowding out over time, including the average growth rates of various types of bank lending and the average growth rate of public debt. Based on the comparison of prevailing bank lending interest rates and government borrowing rates, the study confirms the existence of the crowding-out effect in Ukraine.

Abstract
The chapter outlines various aspects of ensuring effective interaction between the public debt and banking segments of the financial market, providing recommendations for directing limited financial resources into the most efficient channels. It identifies the key factors characterizing these sectors, including an analysis of their main performance indicators and the government policy measures aimed at maintaining their stability. The effectiveness of this interaction is assessed in terms of balancing banks’ investment activity in government debt securities against the likelihood of the crowding-out effect. The study confirms the existence of this effect in the interaction between Ukraine’s banking sector and public debt market. It concludes that only a balanced and flexible economic policy—focused on harmonizing debt management and monetary policy while establishing an efficient system for reallocating financial resources throughout the economy—can ensure sustainable economic growth during the post-war transformation of Ukraine’s financial environment.
