Academic Council

The Academic Council of the Institute (hereinafter referred to as the Academic Council) is the collegial governing body responsible for the Institute’s scientific and research management activities. It performs advisory and consultative functions and adopts decisions and recommendations within the scope of its authority as defined by the Institute’s Charter.

The Academic Council consists of 17 members. At least three-quarters of its members are elected by secret ballot at the General Meeting of the Institute’s research staff for the term of office of the Director. The remaining members are appointed by order of the Director of the Institute.

The Director of the Institute, the Deputy Director for Research, and the Academic Secretary serve as ex officio members of the Academic Council. In addition to these officials, the Council includes leading researchers of the Institute, generally holders of the Doctor of Sciences degree who occupy the positions of Senior, Leading, or Chief Research Fellow and hold the academic titles of Senior Researcher, Associate Professor, or Professor. The Institute’s research divisions are proportionally represented on the Academic Council according to their staffing. The composition of the Academic Council is approved by the Director of the Institute.

The exclusive competence of the Academic Council includes:

  1. Defining the Institute’s development strategy and priority areas of scientific and scientific-technical activities;
  2. Conducting scientific and scientific-technical evaluations of research topics and completed research projects;
  3. Approving annual research plans and scientific and technological development programmes, as well as proposals for improving the Institute’s organizational structure;
  4. Approving dissertation topics for PhD and Doctor of Science candidates and appointing academic supervisors (consultants);
  5. Approving the results of the evaluation of researchers, PhD candidates, and doctoral candidates;
  6. Approving the results of competitions for vacant research positions;
  7. Nominating outstanding scientific publications for awards, medals, and other national and international distinctions;
  8. Conferring the academic titles of Professor and Senior Researcher upon the Institute’s employees and submitting the relevant decisions for approval by the Attestation Board of the central executive authority responsible for state policy in the field of scientific and scientific-technical activities, as well as submitting nominations for honorary titles;
  9. Approving the Institute’s annual activity reports and financial plans (budgets);
  10. Adopting decisions regarding the placement of the Institute’s own revenues in the territorial bodies of the State Treasury Service or in state-owned banking institutions;
  11. Approving the list of positions for which flexible working hours or remote work arrangements may be applied;
  12. Recommending scientific publications (monographs, journals, and collected volumes) for publication.

The Academic Council of the Institute

Reviews and considers:

  • coordination of research activities and scientific cooperation with other organizations and institutions;
  • organization of scientific meetings and conferences;
  • international scientific cooperation of the Institute;
  • scientific publishing activities;
  • nomination and consideration of candidates for the position of Director of the Institute;
  • approval of the Institute’s Charter and amendments thereto;
  • analysis of the implementation of research projects, their financial and material support, and the training of research personnel.

Approves:

  • research plans, programmes, projects, and research topics;
  • reports on completed research projects;
  • annual publishing plans;
  • the Institute’s annual research report.

The Academic Council recommends candidates for appointment as Deputy Director for Research, Academic Secretary, Editors-in-Chief, and members of the editorial boards of the Institute’s scientific publications.
